The American Recovery and Reinvestment Act of 2009

The American Recovery and Reinvestment Act of 2009 (ARRA) PL111-5 is an economic stimulus package enacted by the 111th United States Congress in February 2009. Besides providing additional funding for existing formula programs with other federal agencies such as US EPA , US DOE this Recovery Act created a new $1.5 billion discretionary grant program to be administered by the Office of the Secretary of the Department of Transportation that will invest in projects that provide long term economic benefits. This program provides the Department of Transportation with an opportunity to promote short term economic recovery and allow for DOT to also focus on investments with long term economic benefits.

Unlike any other DOT existing program, this is a competitive grant program that is open to all modes of transportation, such as highways, airports, transit systems, ports and intermodal systems.

The Port Authority of Guam has submitted a TIGER Grant application by the September 15, 2009 deadline. The Port has applied for $49.7 million for the Port Modernization Program. Awards are anticipated to be announced between late December 2009 and February 2010. This funding, if approved will be combined with USDA financing in the amount of $50 million dollars under the Community Facilities Direct and Guaranteed Loan Program.
